The supreme ruler of most nations is a King, or, in the case of the Empire of Catalania, the Emperor. The powers of the sovereign can be checked, to a limited degree, by a council. In Catalania, this group is the Supreme Council. The Supreme Council is responsible for many aspects of the government, and for discussing important changes for the nation. Of course, the Emperor has the last say on all matters, but the Grandmaster of the Supreme Council commands great influence with the Imperial nobility.

The Supreme Council meets on Sathmar, Kasmar, Brymar, Caemar, and Branmar, a total of five times a week. On the evening of Branmar, the Emperor meets with the Council in a closed session. They may also call on him on urgent matters. The Supreme Council is comprised of the elder members of the first thirty Imperial Houses. This includes the major territorial rulers, like Barons.

Of lesser importance in the Nobles Council, which meets in Catalania City every twenty days. The members of the Nobles Council are the rulers of minor Imperial territories, or their representatives.

This meeting is divided into two parts. The first involves a discussion among themselves regarding their primary concerns. The second part takes place in the chamber of the Supreme Council, when they meet with the Council to expose their thoughts.

Once a year the Nobles Council meets the Emperor in a special six-hour session. The Emperor or the Supreme Council may also call upon the Nobles Council at any time.

The official representatives of the Emperor in matters of government are normally the Protecting Knights of the Empire, although any immediate member of his court may be called upon for this duty, if needed.

Titles

The common folk do not usually know how to properly use titles, but show the necessary respect for rulers and nobility nonetheless.

An individual who is or has been a scholar is allowed to use the title "Master". He/She may be, for example, a physician, wizard, or researcher.

Any member of society who holds a given title of social prestige is allowed the use of "Sir". This can be a Knight, a decorated hero, or a royal representative.

If the individual owns land, or is the elder member of a traditional noble family, he may use the distinguished title, "Lord". If this individual has any of the other minor titles, he is allowed to use the most distinguished by default.

Titles of rulership may be inherited or granted by the supreme ruler of the nation. This sovereign can also take these titles away from these minor rulers, should one ever be proven a traitor.

Sovereign: In Catalania, it is the Emperor. In the Militocracy, the General King, and in the Union of Serval, the Merchant King. In Balton, the sovereign ruler is a Duke.

Major Territorial Ruler: In many nations of the south, it is the Count, while in the Empire and in the north, it is the Baron.

Minor Territorial Ruler: In most of the South, it is the Baron, while in the Empire and the north, it is the Count.
